For three decades, Sherry has advised federal agencies, major U.S. cities, global development organizations, and international partners on how to design fair, proportionate, and legitimate governance systems. Her work is anchored in the belief that institutions function best when their rules are authored with purpose, their procedures follow coherent logic, and their decisions are explainable through evidence and structured judgment.
