Williams, Esq. is the Founder and Chief Executive Officer of Hathor Strategic Consulting, Inc. where she serves as the principal architect of the firm’s governance frameworks and institutional design systems. She is the creator of Power Activated™, Hathor’s flagship governance operating system, and the originator of the firm’s methodologies addressing rule integrity, fairness, accountability, and decision governance across complex institutions.
With more than three decades of experience advising corporate, public, and international institutions, Ms. Williams has led some of the most consequential governance, procurement, workforce, and economic inclusion engagements in the United States and abroad. Her work has shaped how organizations design and govern decision systems operating under constitutional, regulatory, and public accountability constraints—particularly where traditional compliance, policy, or programmatic approaches have failed to produce durable results.
Ms. Williams is widely recognized for translating legal doctrine, institutional authority, and real-world operating conditions into practical governance systems that organizations can own and sustain. Through Hathor Strategic Consulting, she develops and advances proprietary governance products and frameworks—including Power Activated™—that enable institutions to govern how power is exercised at scale, rather than reacting to breakdowns after harm occurs.
She holds a B.S.F.S. from the Edmund A. Walsh School of Foreign Service at Georgetown University and a J.D. from Emory University School of Law.

In this role, she works with senior executives to introduce Hathor’s governance products and advisory capabilities—including Power Activated™—to organizations navigating complex rule systems, delegated authority, and heightened scrutiny.
Ms. Higgins-Reed brings more than three decades of executive and operational leadership experience across highly regulated and operationally complex organizations. Her background includes senior roles overseeing enterprise operations, compliance-critical functions, contract development, and large-scale organizational initiatives, with responsibility for translating institutional priorities into executable, accountable systems.
At Hathor, Ms. Higgins-Reed focuses on helping organizations engage governance as an internal capability rather than a programmatic response—supporting disciplined pilots, executive alignment, and long-term adoption of governance frameworks designed by the firm. Her experience operating inside high-stakes environments enables her to bridge strategy, governance design, and real-world institutional execution.
